The programme design emphasizes on:
- Supporting decentralization by devolution (of resources and authority to the Local Government Authorities (LGAs).
- Improvement of planning and quality of investments along the local Government Capital Development Grant process (LGCDG).
- Development of marketing and enhanced role of the private sector.
- Some programme components are more developed and ready for implementation (i.e Extensions, Research, district investment) others need formulating i.e irrigation, marketing, private sector and other technical services.
